The 19th Conference on Good Regulatory Practices (GRP19) was held in Dalian, China, on August 22-23, 2026. Yuan Da, Secretary-General of National Development and Reform Commission of China, attended the opening session and delivered welcome remarks. Cheng Lie, China's APEC Senior Official,  James Ding,  Chair of the APEC Economic Committee, and Huang Hanquan, President of Chinese Academy of Macroeconomic Research, delivered keynote speeches.

Centered on  the theme "Promoting Innovation through Good Regulatory Practices", participants engaged in in‑depth discussions covering a broad range of topics, including the evolving landscape of good regulatory practices for innovation‑driven growth, emerging regulatory instruments, international regulatory cooperation, cases and experiences, as well as stakeholder recommendations. The conference sought to build consensus and generate actionable insights to advance international cooperation on leveraging good regulatory practices to foster innovation.

Organized by National Development and Reform Commission of China and co-organized by Chinese Academy of Macroeconomic Research, the conference brought together government officials and scholars from 15 APEC economies, as well as representatives from the APEC Secretariat and international organizations including the United Nations Commission on International Trade Law, the Hague Conference on Private International Law, the International Institute for the Unification of Private Law and the Asia Simulation Federation.
